JOC Cockpit log should not include confusing warning

Current Situation

• A JOC Cockpit log includes a warning such as
  • 2020-07-21T06:53:17,259 WARN qtp977993101-19 o.a.s.r.t.IniRealm - Users or Roles are already populated. Configured Ini instance will be ignored.
• This warning seems not to affect operation of JOC Cockpit, however, it is confusing for users.

Desired Behavior

• This warning should be suppressed or the underlying root cause should be resolved.
