If the job streams plugin is not active this should be visible with the JOC Cockpit

Current Situation

If the job streams plugin has not been activated during installation or later on by modifying the $SCHEDULER_DATA/config/scheduler.xml file then the Job Streams view is available, however, there is no hint that the plugin is not active. It is possible to create and edit job streams, but they will never start.

Desired Behavior

If the job streams plugin is not configured and the Job Streams view is opened then there should be a visible hint that the plugin is not active.
