Configuration tab should make use of individual permissions per section and per folder

Current Behavior

• JOC Cockpit provides permissions to the whole Configuration tab due to that if any user account has permission to a specific folder then the user account can also access the YADE section of the configuration tab.

Desired Behavior

• On the Configuration tab, a user account should be assigned permissions to individual sections Inventory, YADE, Notification, and Others.
• Permissions should consider use of folders in the Configuration->Inventory section: if a user account is limited to access a certain folder then the GUI should offer only the folder(s) that the user account has permissions for.
