The Jobs View should display "start task" operations for shell jobs (standalone and order jobs)

Current Situation

Since JS-906 a shell job can start individually even it is an order job. Currently all order jobs do not dispose of a "start" operation in its menu in JOC Cockpit.

Desired Behavior

• The web services ./job/p and jobs/p should contain the information that the job is a shell job.
• If the job is a shell job then job's menu should have "start" functions even it is an order job.
