The JOC Cockpit does not supports same comments multiple times

Current Situation

• The JOC Cockpit has the Main Section in which the user can add the comments. If the user adds the same comments twice the Cockpit throws duplicate entry error due to which JOC Cockpit view crashes.

Desired Behavior

• The JOC Cockpit view should not crash with error duplicate entry when the user add the same comment twice.
