Daily Plan API should be quicker in delivering a small number of records

Current Situation

• Daily plan API taking very long time (>1m) to response .

Desired Behavior

• API should response within 2 to 3 sec.
• This will be achieved with a mandatory from/to intervall
• Default for the intervall is today
• Also the coding will be optimized by precompiling the regular expression and not compile it for each record.
