Changing the calendar usage should be considered in the job streams plugin

Current Situation

When a calendar (maybe with additional restrictions) is assigned to a job this change is not considered in the job stream plugin. A restart of the JobScheduler is neccessary.

Desired Behavior

Changes in the calendar usage assignment to jobs should be considered by the job streams plugin without restarting the JobScheduler
