An event should be sent if an order is started

    Description

      Current Situation
      If an Order is started and a corresponding Task is running then events already sent for update the current JOC view but if the task is not started because e.g. the Job is not in period or is waiting for other resources then JOC miss an event to update the view.

      Desired Behavior
      ./events api should send an event if an order should be started.
