Improve Log Window usability

Currenrt Situation

• The log view window
  • requires 3 lines of space for the header information, see screen_01.png,
  • shows the "Reload" button in black foreground color,
  • forces the user to navigate to the beginning of the log in order to reach the button to "Reload" a log file.

Desired Behavior

• The log view window
  • should display the header information in a single line (static text: "Modify Log Viewing Criteria", checkboxes for log level selection, download and reload buttons.
  • should display the "Reload" button in the same way as the "Download" button, i.e. in blue foreground color. Both buttons should be underlined only when hovering the text, otherwise the button caption should not be underlined.
  • should right-align the "Download" and "Reload" buttons to make them visible in case of long lines of log output that require right-scrolling.
  • should display the single line with header information statically, independent from the position in the log window that the users is navigating to. This allows to have the the checkboxes for log level selection and action buttons available for any position in the displayed log file.
