JOC Cockpit Setup should not drop all files from ./bin folder

Current Situation

• As of releases 1.12.6 and 1.12.7 that upgrade the Jetty web server the installer removes all files from the Jetty ./bin folder.
• This behavior includes to remove any files that users added to this folder.

Test instruction

• Keep some files(any text file) in Jetty ./bin folder of JOC Cockpit.
• Then upgrade the Jetty Web server.

Negative Case

• The installer removes all files from the Jetty ./bin folder.

Positive Case

• The installer does not remove files from the Jetty ./bin folder.

Desired Behavior

• The installer should remove/replace in the ./bin folder only files that ship with the JOC Cockpit release.
