Add an editor for Locks to JOC Cockpit

Current Situation

• Locks implement resource management for mutual exclusive jobs.
• The number of parallel tasks accessing a Lock can be specified with the lock configuration at design time.

Desired Behavior

• Users would want to modify the lock configuration from the JOC Cockpit GUI due to the fact that in some organizations there are shared responsibilities for job management (design time) and for management of resources (run-time).
• The JOC Cockpit should provide an editor for CRUD operations on locks.
