Enable Restart and Fail-over for JobScheduler Master Passive Cluster

Current Situation

• The JOC Cockpit cluster menu in the Dashboard view allows to terminate a Master and to fail-over to the next Master in a passive cluster.
• Should this operation be performed after a fail-over in order to return to the original sharing of roles between Primary and Backup Master then a Backup Master has to be restarted from the command line.

Desired Behavior

• Introduce a new cluster operation "Restart and Fail-over" that restarts the currently active Master and performs a fail-over to the passive Master.
