Enable download of JOC Cockpit Log

Current Situation

• JOC Cockpit writes a log file YYYY_MM_DD.stderrout.log
• The log file is accessible from the file system.

Desired Behavior

• JOC Cockpit should provide an operation to download the JOC Cockpit log file.
• The operations should be available from a link in the Profile->Logging window that shows the original file name of the JOC Cockpit log and allows direct download.
