On Job Chains detail view, add order dialog should be on the top

Current Situation

• In the Job Chains detail view ( graphical view), a user clicks on the Add Order button, the part of "Add New Order" dialog, is hidden behind the flow diagram.
  

Desired Situation

• The flow diagram should not hide the "Add New Order" dialog
