JOC Cockpit authorization should not require local accounts to be present

    Description

      Current Situation

      • Assume JOC Cockpit to be configured for LDAP authentication and authorization only.
      • Therefore the [users] section is empty.
      • This configuration raises an error that complains about an empty [users] section.

      Desired Behavior

      • JOC Cockpit should work with an empty [users] section (or no [users] section) without throwing errors

      Workaround

      • Add an account that is not assigned a password and a like role like this:
        [users]
