JOC dashboard Master Cluster Widget should correspond to standalone JobScheduler Master

Current Situation

• The user has removed the _ -sos:products:joc_cockpit:jobscheduler_master_cluster_ permission from shiro.ini.
• The JobScheduler Master Cluster Widget is unavailable on JOC dashboard.

Desired Situation

• Whether or not the widget is shown should not be handled by a permission but with the widget edit function.
• The permission sos:products:joc_cockpit:jobscheduler_master_cluster:view:status shows the cluster members in a cluster environment. When not set the standalone view is shown. The permission no longer hides the widget.
• The widget is displayed regardless of the permission settings.
• The widget contains the menu to shutdown/restart JobScheduler, if sos:products:joc_cockpit:jobscheduler_master:execute is set
• the widget contains the menu to shutdown/restart JobScheduler Cluster, if sos:products:joc_cockpit:jobscheduler_master_cluster:execute and is in a Cluster environment

With this approach removing sos:products:joc_cockpit:jobscheduler_master_cluster in a standalone evironment has no effect.
With the new function to edit the widget layout it is possible to hide or show the widget.
