New operations to suspend and resume all orders

A new menu will be created in the order tab and in the job chain tab that provides the operations:

• resume all orders
• suspend all orders

These operations are added to the job chain menu too.

In the tree view of the order or job chain tab these operations are exclusively performed for orders that are displayed, this implies that all orders in closed folders remain unchanged. In the job chain menu exclusively orders of the job chain are affected.
