JOC should show permanent orders even if JobScheduler is not running

Curent Situation

When JobScheduler is not running JOC does not show permanent orders in the job chain view

Desired Behaviour

When JobScheduler is not running JOC should show permanent orders in the job chain view.

Developers Note

Even if /jobchains returns with an

{"code	"JOC-401"
message	"JobSchedulerNoResponseExcepti…scheduler/master/api/command""}} error /jobchain should be called. If /jobchain returns with an error the api /orders/p can be used to the the permanent orders.
