Add initial pop-up window for breaking changes

Current Situation

• The JS7 GUI is starting to introduce breaking changes during maintenance releases if related to security concerns.
• Users can look up breaking changes from the Product Knowledge Base and from the Change Management System per release.

Desired Behavior

• Breaking changes are announced from a pop-up window after login in case that
  • no welcome pop-up window is displayed for first time users.
  • the user is assigned one of the permissions related to the breaking change.
  • the user did not acknowledge a previous pop-up window for breaking changes in the currently used release.

Implementation

• Breaking changes are configured from a data structure in the GUI that is extended per release.
  • The change is identified by its JIRA issue key; additional attributes include the title, release and the required permission.
  • Example:

• Explanations
  • If release 2.7.8 is used, no breaking changes are announced.
  • If release 2.7.9 is used, then JOC-2290 is announced.
  • If release 2.9.1 is used, then JOC-2290 and JOC-2255 are announced.
