Revoke and Recall APIs should remove planned and submitted (fresh) orders automatically

Current Situation

Currently

• the revoke API does not remove orders automatically, but throws an error if orders are still attached to a workflow that should be revoked.
• the recall API does not remove any orders.

Desired Behavior

• The revoke API should remove orders from the controller before trying to remove the workflow from the controller.
• The recall API and the recall/folder API should also remove orders from the controller before trying to remove the released instance of a schedule.
  • a new request property should be provided
    • name: "keepOrders" 
    • type: boolean
    • default: false
  • if the property "keepOrders" is set to true in the recall request, no orders should be removed. This corresponds to the behavior prior to the change.
