Daily Plan is closed too early for time zones later than UTC

Current Situation
Users who configure the Daily Plan time zone (see Settings page, section Daily Plan) being behind UTC, for example the US/pacific time zone behing UTC-7 in summertime, face the following problem:

• • When the Daily Plan Service starts - by default 30 minutes before begin of the next day - then it will close the current day's Daily Plan instead of yesterday's Daily Plan.
  • As a result, in the last 30 minutes of the day users cannot add orders manually.

Desired Behavior

• The Daily Plan Service should consider the time zone specified with Daily Plan settings when calculating the earliest date for which a Daily Plan should be closed.

Workaround
Users should increase the age_of_plans_to_be_closed_automatically setting in the Settings page, section Daily Plan to a minimum value of 2.
