AddOrder instruction does not display correct "Ignore Job Admission" setting in UI

Current Situation : 

Users configure the AddOrder instruction in the Workflow Editor and enable the option "Ignore Job Admission".

After deploying and reopening the workflow:

• The checkbox "Ignore Job Admission" is displayed as unchecked in the UI.

• However, the workflow definition JSON contains the corresponding property (e.g. forceJobAdmission=true).

Desired Behavior : 

• The Workflow Editor UI must display the checkbox as checked when it is enabled.

• The UI state and workflow JSON must always be consistent.

• Deploying and reopening the workflow must preserve and correctly display the option.
