The advanced search does not always find all workflows with the default order criticality NORMAL when filtering by NORMAL order criticality

Current Situation

When performing an advanced search in Filter results options using the Job Criticality filter (Normal), it returns the workflows with jobs that have default criticality (no criticality selected).

Steps to Reproduce:

1. Import the given configuration
2. Deploy the workflows.
3. Navigate to the Workflows section and click on the Search button.
4. In the Advanced Search dropdown, select the imported folder and Job Criticality - Normal
5. Click on the Search button.

A criticality "NORMAL" can be specified in a job. "NORMAL" is also used if no criticality is specified.
The results contain only workflows with jobs for which no criticality has been specified.

Desired Behavior

If “NORMAL” is selected under “Job Criticality” in the advanced search, workflows with jobs in which normal criticality or no criticality has been specified should be returned.
