Add Japanese language context help to GUI

Current Situation

• The documentation for JOC Cockpit is available from the Product Knowledge Base
• While the docs are approx. accurate, they are excessive and users might have a hard time identifying relevant information as search capabilities in Confluence are limited.
• With JOC-2116 JOC Cockpit receives English language context help.

Desired Behavior

• Context help is available in Japanese language.
