Claims of OIDC Identity Service settings should be added to authorization endpoint request

Current Situation

• Depending on the OIDC Identity Provider, no default claims are returned, but scopes in claims only that have been added to a previous request to the authorization endpoint.
• The "openId", "profile" and "email" claims must be provided by default from any Identity Provider.

Desired Behavior

• The scopes for claims of the OIDC Identity Service avialable from service settings are added to the request to the authorization endpoint.
