Notification - propagation of released configuration is broken

Current Situation

• When a Notification configuration is changed and released, the changes are not automatically propagated to the Monitor Service.
• As a result, the updates are not taken into account.
• Restarting all Services or the Monitor Service from the Dashboard also does not help.

Desired Behavior

• Released Notification configuration changes should be automatically available in the Monitor Service without manual intervention.
• Additionally, restarting all Services and the Monitor Service from the Dashboard should correctly apply the released changes.

Workaround

• Manually restarting the JOC Cockpit ensures the changes are applied.

Test Instructions

• Change an existing Notification (e.g., Message) and release it.
  • Run a matching workflow and ensure that the change is applied.
• Restart Services from Dashboard
  • Check service-monitor.log for a line like:

    [monitor_system][configuration][SystemNotification=...

• Repeat restart test using Restart Service -> Monitor Service
