Apply role-based permissions individually per folder

Current Situation:

When a user is assigned two roles in identity service:

• Role 1 grants view permission on Folder A.

• Role 2 grants view, manage, and deploy permissions on Folder B.

The user ends up having only view permissions on both Folder A and Folder B, instead of having the expected permissions on Folder B.

Desired Behavior:

The user should receive the appropriate permissions for each folder based on the roles assigned.
