Issue: Inactive Branches Not Collapsing in Identity Service Role Management

Current Behavior:

If an identity service role has been created and permissions have been assigned, clicking on 'Collapse Inactive' will not collapse the branched data that does not have an active element.

Desired Behavior:

When an identity service role has been created and the necessary permissions have been assigned, clicking the 'Collapse Inactive' button should collapse the branched data that does not contain any active elements.
