Function "set run time" should work for adhoc and file orders too

Current Situation

Since JOC-127 the web service ./order/run_time looks into the inventory database to know if the current run time is temporary.
Adhoc and file orders are not stored in the inventory database so that the web service raises a DBMissingDataException.

Desired Behavior

• The current run time can be modified but it is not possible to reset the run time because there is no configuration file with an original run time.
• For adhoc and file orders the current run time is never temporary.
