Scrollbar in Graphical Permissions Editor does not take Account of Changes in Tree

    Description

      Current Situation

      If the Permissions tree is opened in the graphical permissions editor in a browser window that is not large enough horizontally to show the full tree then there is no possibility to scroll (the horizontal scroll bar does not expand with the tree).

      Desired Behaviour
      1. If the tree is opened so that the rightmost element(s) go outside the parent SVG element then the horizontal scrollbar should function so that the user can view the complete tree and eventually open further child elements without having to either use F5 or make the browser full screen.
      2. Padding above the topmost permissions element would be a nice addition - the top border of the top permissions object is often cut off.
