Resumption of suspended orders should support changes to variables

Current Situation

• When a suspended order is resumed, then users can modify existing variables. If a variable is changed, then an error is raised:

  unknown key: no such position
  

• The error is limited to resuming suspended orders. The error is not raised when resuming failed orders.

Desired Behavior

• Allow resumption of suspended orders with changes to variables
