Force reasons for audit log

Current Situation

• When the user's profile (or central setting) enforces to specify reasons for the audit log then the related popup window is displayed if GUI operations modify the status of an object.
• The user is not forced to specify a reason either by selecting from the list of reasons offered or by manual input.

Desired Behavior

• The GUI should force a reason to be selected or to be added from manual input and should not allow to "submit" the popup window without a reason being specified.
