Controller switch-over denied when reasons for audit log are enforced

Current Situation

• The JOC Cockpit operated for a Controller Cluster offers the switch-over operation between Controller instances.
• If the user's profile (or central setting) enforces reasons to be specified for the audit log then the switch-over operation is not performed. Instead, the related popup windows hangs endlessly, see screenshot.

Desired Behavior

• The setting to force reasons for the audit log should not prevent the switch-over operation beetween Controller instances in a cluster.
