When resuming orders then workflow instructions should be immediately visible

Current Behavior:
When a user attempts to resume an order in the workflow view, the related popup window instructions are collapsed, and only the part of the instruction containing the order is visible. However, the part with the order information is not immediately visible in the opened popup, and the user may need to scroll down to locate the order if it appears further down in the workflow.

Desired Behavior:
In the popup window to resume an order, the instructions holding the order should be immediately visible without requiring the user to scroll.
