Add Sleep Instruction

Feature

• JS-2149 implements the Sleep Instruction for workflows.
• The instrution is made available from the JOC Cockpit API and from the GUI.
  • The instruction is parameterized with a the number of seconds. A floating point number can be specified.
• Behavior with order state transitions:
  • Suspending Orders
    • If an order is suspended, then the Sleep Instruction will continue until completion. After completion of the instruction the order will be suspended.
    • If the reset option is used when suspending an order (see JS-2152) then the Sleep Instruction will immediately stop. If the order will be resumed later on then it will sleep for the full duration.
  • The Sleep Instruction does not perform an order state transition, this means it cannot fail.
• The let run operation makes an order leave the Sleep Instruction immediately and continue with the next instruction.
