Enforce change of initial password for root account

Current Situation

• JOC Cockpit ships with a single default account: root
• The default account is assigned the initial password: root

Desired Behavior

• In compliance with cisa.gov requirements no default password is used.
• Users are forced to change the initial password on first login to a new JS7 installation and in case that Identity Services are reset after loss of access to JOC Cockpit.
