From the permissions tree view it should be possible to an add folder permission

Current Situation

When clicking a role from the master view In the permissions editor per default the tree of permissions is shown. It is not possible to add a folder permission in this view. To achieve this a switch to the list view is neccessary

Desired Behaviour

The tree view for permissions should provide the button "Add Folder". Clicking this button shows the "Add Folder" Dialog. Also the List of folders should be seen in the tree view.
