JOC: configuration added so that some functions are deactivated or ask for a confirmation before executing

The following functions are deactivated or ask for a confirmation when it is configured.

• stop/unstop job chain
• stop/skip/unstop/unskip job chain node
• stop/unstop job
• start job
• start order
• reset order
• change state of an order
• suspend/resume order
• remove order
• kill task

The JOC configuration file ./config/operations_gui/custom.js is extended to set the deactivation or the confirmation or not.
