Allow users to modify the ordering of order tags

Current Situation

• Users can add order tags from Schedules and when adding ad hoc orders.
• The ordering of tags corresponds to the sequence in which they are added.

Desired Behavior

• Users would like to find the option to modify the sequence of order tags in Schedules and when adding ad hoc orders.
