Add property for non-restartable shell jobs

Feature

• JS-2151 introduces the isNotRestartable property to jobs in a workflow.
• The property is added to the JSON Storage schema.
• The GUI is added a checkbox "Job not restartable" in the "Job Options" tab:
  • The isNotRestartable property's position is after the "Criticality" input field.
  • The isNotRestartable property is displayed only if the "More Options" slider is active.
