When the "force_comments_for_audit_log" setting is globally "true" then JocMissingCommentException occurs when a user tries to make changes

Current Situation:

When the "force_comments_for_audit_log" setting is globally set to "true," the GUI raises an exception when a user attempts to apply a change.

The issue occurs in the following scenarios:

• When a user tries to let run a submitted order.
• When a user attempts to use the "new draft" option in a workflow.
• When the user tries to upload a notification or file transfer , the import option is disabled in both cases.

In these cases, GUI throws the below exception:

JocMissingCommentException: missing comment

Desired Behavior:

The JOC GUI should allow users to make changes without throwing the JocMissingCommentException, even when the "force_comments_for_audit_log" setting is globally set to "true."
