Daily Plan Service should not switch start time from default (23:30) to midnight

Current Situation

• The default settings for the Daily Plan include to start the Daily Plan Service 30 min. before period begin, i.e. at 23.30 in the related time zone (default: UTC).
• Users who do not change the Daily Plan Settings for the start time of the Daily Plan Service (but maybe other settings) observe the situation that starting from some arbitrary date the Daily Plan Service starts at midnight.
• As a workaround users can specify 23:30 for the start time of the Daily Plan Service.

Desired Behavior

• If the default value for the start time of the Daily Plan Service is used then the Daily Plan Service should start 30 Min. before period begin.
• The root cause of this issue requires further analysis.
