Clicking a schedule input field should not create a draft schedule

Current Situation

• With JOC-1693 tagging of orders was introduced. This allows schedules to carry an array of tags.
• The JOC Cockpit GUI wrongly adds an empty array of tags if the user clicks any input field of a released schedule.

Desired Behavior

• An empty array of tags should not be added to released schedules when clicking any input field of the schedule.
• An array of tags should only be created when a user enters tags.
