Function "resume order from state" should work for file orders

Current Situation

• if an order is suspended then it can be "resumed from state", i.e. continued with a different state.
• This works for permanent orders and Ad Hoc orders, this does not work for file orders that simply remain in their current state.

Desired Behavior

• "Resume order from state" should work for file orders
