Display start time of next retry for failed orders

Current Situation

• For a Cycle Instruction JOC Cockpit displays the start time of the next cycle. For a Retry Instruction JOC Cockpit displays the scheduled time.

Desired Behavior

• For a Retry Instruction users would like to find the start time of the next retry in the GUI similar to the next start of a cycle with the Cycle Instruction.
