Cycle Instruction should not be duplicated from the workflow editor

    Description

      Current Behavior:
      When using the Cycle Instruction in a workflow and clicking the 'Add Cycle' option in the Properties tab, selecting a cycle type, and specifying properties such as period or offset, then clicking anywhere in the screen, the Cycle Instruction unexpectedly creates its copies. This means that after editing the cycle and adding the remaining properties, clicking the 'Add Frequency' option will result in two cycles being added instead of editing the existing one. Additionally, clicking on properties without adding any new information may also result in the creation of a new cycle.

      Steps to reproduce:

      • Create a workflow, for example w1,. and add a Cycle Instruction.
      • Click the Cycle Instruction and add a cycle of any type, such as for periodical execution.
      • Add offset and period to the cycle.
      • Click anywhere in the screen.
      • Again, click the Cycle Instruction, edit it, add the remaining properties and click 'Add Frequency.'
      • If you click the Cycle Instruction once again, then two cycles will be created.

      It also happens that if we just click the Properties tab and do not add anything, then a new cycle will be added.

      Desired Behavior:
      When a Cycle Instruction is added to a workflow and a cycle is added, then only one cycle should be created. Editing the cycle and adding properties should update the existing cycle without creating a new one. Clicking Properties tab without adding anything should not create a new cycle.
