Add permission to continue prompting orders

Current Situation

• Orders in the prompting state can be cancelled or continued.
• The user's permission to cancel an order includes the permission to continue an order.

Desired Behavior

• A separate permission to "continue prompting orders" is made available.
• This allows to separate duties as "cancelling" is considered an operational decision while the "continue" operation is considered a business decision based on prior checks if a workflow can proceed.
• Users will have to update existing permissions to allow to "continue prompting orders" if individual permissions for orders had been granted. For users you granted permissions at a more global level nothing will change.
