Login should be denied if an account is not assigned any roles

Current Situation

If no roles/permissions are assigned to an account, an empty dashboard is displayed.

Desired Behavior

If no roles/permissions are assigned to an account, the login should be rejected. A corresponding message is available from the joc.log file: "login denied: no role assignment found"
