Skip workflow instructions

Current Situation

• JS-2112 allows to skip any workflow instructions with Controller and Agents.
• The JOC Cockpit GUI allows to skip job instructions only.

Desired Behavior

• The JOC Cockpit Workflows view offers to skip any workflow instruction from the workflow's action menu.
• Any workflow instruction that should be skippable has to be assigned a label.
• Workflows have to be deployed once again to allow skipping of any workflow instructions.
