Add operation to update the JOC URL in the database

Current Situation

• Since releases 2.5.6, 2.6.3 the JOC Cockpit URL is updated in the database just once. The URL is displayed in the JOC Cockpit dashboard with the related icon.
• When users change the URL later on, for example from http to https, then this change is not reflected in the GUI as no update to the database is performed.

Desired Behavior

• An API operation is added to update the JOC Cockpit URL.
• A GUI operation "Update URL" is added to the JOC Cockpit icon in the dashboard. The operation will make use of the URL used in the browser and will populate the API call accordingly.
